Guided by the design philosophy of “resource sharing, force integration and means concentration”, it builds a flood control and drainage decision-command system integrating “panoramic situational awareness, monitoring and early warning, and command dispatch” — making hazards “monitorable”, the flood situation “visible” and personnel and supplies “commandable”.

Platform Construction Results
Flood Situation “Visible”
Integrating flood control and drainage data around key indicators, it displays all elements — weather, water conditions, flooding points, sewage networks, incidents, personnel/supplies and video surveillance — multi-dimensionally and visually, providing a comprehensive real-time “flood control panorama” with 3D visualization of the area's flood situation to support situational awareness, decision analysis and command dispatch.
Hazards “Monitorable”
Real-time weather: based on 3D maps and IoT, it captures weather, rainfall, wind speed, direction and temperature across the area and surroundings, and views real-time radar, cloud and typhoon-track maps via GIS. Real-time hazard monitoring: based on the flood-control sensing system, it monitors and warns on flooding points, water levels and incidents.
Personnel & Supplies “Commandable”
Based on GIS maps, it grasps the locations and quantities of teams, supply warehouses and flood vehicles, enabling on-site personnel connection per flood-control plans during emergencies.
Platform Construction Approach
Flood Control & Drainage Panoramic Visualization
Covering four themes — panoramic overview, weather info, monitoring/warning and command dispatch — it integrates all flood control and drainage elements with a video consultation system, providing a comprehensive real-time “flood control panorama” for situational awareness, decision analysis and command dispatch.
Flood Monitoring & Early-warning Management
Based on the flood-control sensing system, it delivers monitoring statistics, early-warning management and incident aggregation.
Monitoring Device Management
Manages water-level gauges, weather devices and more, receiving real-time data from front-end devices and providing corresponding services.
Mobile Application
Provides GIS flood situation display, warning indicator display, personnel audio/video communication, and flood information reception, feedback and display on mobile.
